Assistance and Capacity Building in Review of Compliance of the National Public Procurement Legislation

Assistance and Capacity Building in Review of Compliance of the National Public Procurement Legislation 394 273 ASPIRO

Narrative description of the supervised Project:

This reference groups a number of smaller assignments awarded to Aspiro in the listed period based on prior performance, all of them toward engaging governments of the listed countries in convergence of their public procurement legislation to international standards and best practice. The activities included mainly legal analytics by public procurement experts, organization of events and related project coordination.

Description of actual services provided by the staff within the assignment:

  • We provided advice to the Moldovan and Georgian authorities and stakeholders in identifying bottlenecks and gaps to be closed
  • We organized experts’ field missions and consolidated the outputs for future negotiations with WTO in Geneva
  • As a follow-up to EBRD’s activities in Ukraine toward improving system of procurement review and remedial actions we prepared, designed, and edited
  • Handbook on public procurement review in both electronic and print version, which also completed the contract
  • Following up on the pilot advice in 2012, we organized WTO GPA Foundation training and material provision to Moldovan government, taking place in London, UK

Client testimonial:

“Aspiro kept track of deadlines and risks, providing effective status updates. Aspiro also supervised the EBRD UNCITRAL Initiative team of experts and international and local consultants and pushed for their outputs, leading to follow-up country projects, some of them likewise supported by Aspiro. Their staff kept an eye for detail ranging from compliance of advisory work of consultants and experts with their Terms of Reference down to appropriate seating and presenting arrangements. The events Aspiro organized across multiple countries required significant financial exposure and it was a hard burden on the small size company. Aspiro pulled it off well and took care of all the associated risks. What I personally appreciated was Aspiro team’s willingness to learn, incorporate my feedback on the go, and their immediate availability and flexibility on the short notice.”
